Wilka Toppins is an accomplished U.S. attorney with more than 34 years of specialized legal experience in corporate law and U.S. immigration processes.
Attorney Toppins holds a Juris Doctor from Tulane University Law School in New Orleans, Louisiana, a prestigious institution where she graduated with high honors. Licensed to practice in Texas, she currently resides in Houston and Vietnam, where she leads both Toppins Consulting Group and Toppins Law Firm, PC., offering a blend of legal expertise and practical business insights.
Her extensive experience spans various industries, including oil and gas, automotive and EV technology, telecommunications, data and IT, and engineering. This diverse industry expertise allows her to provide tailored advice to large multinational corporations and regional companies as they plan their U.S. market entry and evaluate their immigration needs.
Wilka Toppins excels in developing strategic solutions for talent mobility, assisting high-skilled individuals, executives, and managers in obtaining self-sponsored visas and green cards. She is adept at guiding F1 visa students in changing their status as they lay down roots and build careers or businesses in the U.S. Ms. Toppins also is vastly experienced in other employment based visas, such as EB3, L1A and H1B.
Additionally, Ms. Toppins is a nationally recognized EB5 attorney, assisting both investors and project developers participating in the EB5 citizenship by investment program. Her expertise in investment and employment-based immigration is a cornerstone of her practice, helping clients achieve their American dreams with precision and legal acumen.
Passionate about education, Wilka spent five years as an adjunct professor of law at Thurgood Marshall School of Law in Houston, Texas, where she taught the LLM program in Immigration Law. Wilka enjoys teaching and sharing her knowledge of business and U.S. immigration, helping to empower others with the information and skills needed to succeed.

Wilka principally resides in Houston, Texas but has residences in Mexico, Puerto Rico and Vietnam. Wilka is fully bilingual in English and Spanish. Vietnamese is next on her linguistic plans!
